I have no idea, and I'm really disappointed. My podcast list is almost all ghost story/spooky shit year round and I thought I could put that randomness to use in here. Good luck on your quest!

Do you have any recommendations? I listen to true crime, but I’m currently all caught up and have nothing to listen to. I tried a few spooky ones about a year ago and they fell flat.

I do! Astonishing Legends - they cover the full spectrum from history (Henry Plummer; Amelia Earhart) to UFOs/unexplained weird shit (Mothman; Skinwalker Ranch) to scary shit (Shadow People, Black Eyed Kids, Poltergeists) and everything in between. A little chatty so if you want a "get to the point" pod they may take getting used to.
Jim Harold - Campfire - people call in with their own ghost stories. He also has the actual "Paranormal podcast" which is an interview show with people in the field. Some are a little out there (depending on how into this stuff you are), but some guests are really interesting.
Real Ghost Stories Online - also people calling/writing in with stories. The host also has another show - The Grave Talks - Interview based show on haunted locations.
Two Girls One Ghost - Newer pod, a little rougher, but I like it. They pick legends to discuss, but also tell listener stories, with some of their own freaky shit mixed in.

I can add to this list if you don't mind. Blurry Photos - paranormal and crypo
Thinking Sideways - Unsolved Mysteries ((Although they just ended the podcast
Date With Dateline - They review the latest Dateline eps. It's humorous w/out being crass.

I really think that it's either Cincinnati or else Salt Lake City. I'm really disappointed with myself that I didn't bookmark this podcast or write down the name of it when I heard it last winter.
I figured out last winter that if I identify non-spooky local or regional history podcasts, these podcasts sometimes have "Halloween" specials each year. So, I find the podcasts that do this and also have several years' worth of archives, and I listen to all of the Halloween specials.
Also, I like to listen to a non-spooky podcast called The Dirtbag Diaries, and it's sponsored by Patagonia. They do a "Tales of Horror" special each Halloween about travel-related scary stories. These aren't necessarily ghost stories, but they are stories about times when people were exploring somewhere and ended up scared. The episode from October 2018 is the 8th annual episode, and it's really good.
In that vein, Snap Judgement does a side-podcast every year for the Halloween Season called Spooked. This year's episodes have been kind of meh so far, although 37 seconds was good. There's still ten more they will release before Halloween, so I'm hoping the forthcoming ones will be better.
And for those who are interested in listening with kids, these are pretty clean.
