I lurk all the time but haven’t posted here. We leave Sunday for a week and staying offsite. I keep wavering on the party. I was told by a friend that they did the Halloween party and less than half the rides were open the night they did it.

We haven't been since 2015, but almost all the rides were open for our party. Once the first party happens you should be able to look on DIS and they'll have updated their party thread with the current party map.
As for a newbie, I would say you can't expect to do it all. Are meeting special characters or riding rides with shorter lines more important? Pick what you think you might be interested in and go from there. You could also just pick one or two top characters and then ride rides. I would also not miss the parade or fireworks.
Take a look at the thread on DIS to get an idea of what there is to do.

We did the Halloween party two years ago and everything was open. I didn’t know if anything changed. The website shows five attractions open for the party. I called and was told the site was incorrect but not sure what to believe.
Problem is we would be going on night one or two of the party.
We did the Christmas party last year. My kids were 5 and 7. For us, it was not worth the money. The lines for big rides were still long - like 45 minutes. So basically, we paid $400 for some cookies and hot cocoa.
mrschach I have tickets for one of the parties next week. I have never been, but perhaps you heard how people with party tickets can get in at 4 even though the party doesn't start until 7 (I think)? So all rides would still be open before the regular ticket holders leave. Then when the party starts there are still the rides that are open, which I thought would be close to all of them, plus all of the holiday shows, characters, etc. Hopefully I am not setting myself up for disappointment but I am excited for the party.
We did MNSSHP party last week and most(?) rides were open. We didn't really go for the rides though - we were there for the trick or treating and parades and shows and extra characters. Totally worth it. So much fun. We did do pirates though and we basically walked right on (the line moved so nicely) and they had actual castmembers as pirates in a few spots.
