28 degrees is warm? It's literally below freezing! It's 50 right now and I debated sending a jacket to daycare (and did). In OP's situation, I would make it a hill to die on and force a jacket/sweater.
My mom is coming in this weekend for my baby shower and the high that day is like 45, with a low in the 20s. She was like "can I borrow some of your clothes that day so I don't have to pack as much?"

After the storm ended yesterday and it cleared up it said it was 34 and I was like, THIS IS PRIME RUNNING WEATHER!

I wouldn't care if there was a proper coat situation. I think it depends on the kid. My daughter would be cold indoors so I'd push for a cardigan. My son sweats in the snow so I'd probably be fine with it. I wouldn't bat an eye to see a kid indoors in short sleeves.

It’s all relative. Just 2 weeks ago, our real temp was -30 and wind chill was -55! So, that feels like over 80 degrees different! The difference between 20°F and 100°F! So yes, today we will wear lighter coats, unzipped. And when we get out of the car to go into a store, the kids won’t put a coat on. You really do adapt! (Our first winter after we moved back from living in warmer locations was brutal!) Plus, tomorrow’s high is 7, so we have to enjoy what we can!
Lol some people may adapt but there is no WAY I would! I would not survive those temps!!!

My DS wears long sleeve shirts most of the winter, he is not a fan of sweatshirts. Today he wore a long sleeve shirt with a short sleeve shirt over top and before we got out of the house his sleeves were already pushed up.
Yeah definitely! It's a high of 25* today and a low of -4* and my daughter is wearing one of her favorite dresses which is a tank top dress. I'm in MN where 25* is pretty darn warm this time of year. She'll be more than fine inside her school. She runs around all day and gets hot. When she goes out for recess she has a heavy duty warm Lands End coat that keeps her plenty warm. Definitely not a hill to die on for me. If she wore a tank or short sleeves and was cold then she would learn to wear a sweatshirt or long sleeves the next time. Seems like a natural way to learn to me! I wouldn't let her spend 10 minutes outside in a tank top but she'll be fine inside. Heck, I'm wearing a tank top with a sweater today and I'm hot and had my sweater off for part of the day!
As I'm writing this I'm watching my first graders play during choice time. I quickly counted and can see one student in a spaghetti tank top, one student in a "normal" tank top, and 6 students in short sleeves. And nobody bats an eye at any of that! Nobody has complained about being cold, and all were more than fine in their winter gear outside at recess. Totally normal to see that type of clothing all throughout winter!
