I side-eye Romney these days so I can't really go into this unbiased.
It may have resonated more with me if it was a letter or voice over of scenes of lots of girls playing and what not. I can't lie - the fact that "dear daughter" is the cute white baby of a blonde mama made me ^o).

Are people even paying attention? I thought I saw on one of the morning shows that because so many people don't watch live tv (use dvr) that the ads aren't reaching the number of people they thought it would.

The ad is boring and poorly written. I don't think it will resonate with anyone. He's taking something that's a national issue, and trying to make it about the ladies. He starts off talking to a baby about the future and then goes into the present. It doesn't flow or tell any real story. It's like he just dumped a few stupid stats into a commercial and called it a lady commercial. I judge anyone who is swayed by such a lame ad.

The fact sheet is a list of actions that Obama's administration has already taken in support of childcare assistance for working parents and increased paid family leave. So I think it's safe to say that Obama does value these things because he has actively taken steps toward them.
I'm not aware of Romney being in favor of any of the things listed.

OK here are the things that he seems to be actively pursuing within the last few months:
Child Care Development Block Grant Program (CCDBG) This program provides critical support to low-income families to pay for child care. Obama’s plan will ensure that CCDBG remains adequately funded to account for cost-per-child increases.
Child and Dependent Care Tax Credit Obama’s plan will reform the Child and Dependent Care Tax Credit by making it refundable and allowing low-income families to receive up to a 50 percent credit for child care expenses.
"As president, Barack Obama and Joe Biden will initiate a 50-state strategy to encourage all of the states to adopt paid-leave systems (as part of the Family and Medical Leave Act). Barack Obama and Joe Biden will provide a $1.5 billion fund to assist states with start-up costs and to help states offset the costs for employees and employers. Obama's Department of Labor will also provide technical information to the states on how to craft paid-leave programs consistent with their local needs."
