Sorry in advance -- long.
I ordered some things from Kohl's that were scheduled to be delivered on 12/7. Didn't realize until the scheduled delivery day that, although I entered my new address for my credit card, it still shipped to an old address, about 30 minutes away, and I'm never in that area for anything else (not near work, or family, etc.).
Since it had already shipped, so I didn't think Kohl's could do anything about it at that point. I have since had a live chat with a customer service rep who said that if I had contacted them earlier, they might have been able to fix it, but now there's nothing they can do.
I tried to have the package held using UPS My Choice, but since delivery hadn't been attempted for the first time yet, that wasn't an option.
UPS left the package inside the front door to the apartment building on the first attempt, so I wasn't able to have the package held.
The building is locked to non-residents, and there is no front desk.
Do you have any contact information for any of the other residents? Even if it is "a friend of a friend." JCP did this to one of my packages last summer. I was able to get it through MyChoice but it was questionable. My second choice was to call up a guy who worked at the same place I did and lives near my old house and ask him to stop by for it.

H did this last year and we never got it. He was renting a row home before we moved here and he contacted his old landlords but the house had been sold and they didn’t have info for the new owners. It does seem like you’ll have a better shot at it since it wasn’t delivered directly to someone’s door but you’ll probably have to drive over there.
I'm really surprised Kohl's won't send you a new shipment. I did this with Grove recently (didn't realize the old address was saved). They immediately gave me a credit for the full amount of the purchase so I could reorder. They did make sure to tell me it was a one time courtesy, but there was no wait at all. I told them it was my fault and they were like, "no problem!"

I’ve done this a few times — maybe 3-4? — all with different companies. They’ve generally all been helpful at redirecting the shipment, recalling and sending a new one, or whatever. All as a one time courtesy.

I was kind of hoping they would. Barnes and Noble did that for me the last time we moved.
But at the same time, it was my fault, not theirs.
I might give it a couple of days and see if the person returns the package. At our old house, we had several packages arrive over the years for a previous tenant. I always called called the company (usually amazon) and had them come pick it back up.

I had a package from Kohls delivered to my old address. I am in touch with both the current owners and my former next door neighbor, so they called me to pick it up, only while the package was addressed to my name and previous address, it wasn't for me or from anyone I know. It was a $150 item, so I tried repeatedly to return it, but Kohls could not figure out how to do that, and said I had to return it to a store, which is at least an hour round trip to a place I never go, and I wasn't doing that. I finally just gave up. I hope whoever got your package has more luck. Their customer service was useless. All I needed was a return label, but they could not do it.

I dont really have any suggestions since your old place is an apartment. Your stakeout idea is probably solid lol. This has happened multiple times to me this year since moving into our new house. Our old house is also about 30 minutes away. But we have contact info for the new owners and have been able to get our packages fairly quick coordinating with them, although it has taken a drive to the old house to make it happen. I now double check the shipping address everytime I order something since I've done it enough times. 🤦‍♀️🤷‍♀️
The things that get me are sites I dont order from regularly. Like Etsy, Snapfish, etc.
I have done this multiple times with shutterfly, and they have always re-sent. (And actually, every time the new homeowner has also contacted us to come pick up, but that is a weird situation where he had our contact info for other reasons). I'm surprised Kohl's didn't offer to resend, but since they didn't, I think you need to either find a way to contact anyone who still lives in the building, or just hang out near the entrance until someone goes in that you can follow.

I did this exact thing, and kohl’s canceled my original order, refunded my money, and then placed a new order for me. I did try to contact the new homeowners and ask them to send it back to kohl’s. I was very happy with the cs!

I tried contacting customer service again and outright asking for the order to be replaced, and they're telling me they never do this.

So this exact thing happened to me, but with JC Penney, and my old address was 8 hours away. JC Penney also passed me off to FedEx, which was not helpful at all, and the package was left at that address. I had spent just over $100 on the order, so what I did was contact an old neighbor and ask her if she would mind walking over and asking the people in my old house if they had the package, and if so, mailing it to me. She was wonderful and did so, and I reimbursed her for the cost of mailing it. In your case I'd totally drive 30 min. away and knock on the door and ask for the package as long as it was something more than like $20.
We went inside the building and knocked on the door. No one answered, and none of the other neighbors knew anything about it. We never got it back which isn't surprising since it was a beer of the month that someone had gifted us to our old address. I am sure they drank it.
