mainly right now I need shirts because what I had was clingy to begin with on my overweight stomach, and good brands or amazon links I should check out
Online they are only showing work out pants at Target
That sucks. I bought some C9 maternity racerback shelf bra tanks there that were great for yoga and prenatal fitness classes. They had a drawstring at the bottom and shirring on the side so your belly doesn't feel the breeze. But I bought them when I was pg with baby #1, so it's been a while.

You could always try eBay or Poshmark for used? An instagram page (highly recommend - Expecting and Empowered - run by two sisters, one who is a pelvic floor PT) I am on raves about the brand Bao Bei brand. It's not cheap, but you may be able to find it used.
I mostly just wore some stretchy tanks that I already had, but I also grabbed a few from Gap. A few had really cute colors and patterns, so I was able to double them as regular clothes if I threw on a cardigan. The material was so soft.
Gap was my go to for most of my maternity clothes. I loved their maternity jeans and basic tees.
I didn’t buy specific maternity stuff, but bought a couple tanks a size up. I didn’t have a big bump, but gained weight all over. Sizing up was also nice for postpartum when I still needed the larger size.
Senita Athletics has a great and fairly inexpensive maternity line. LOVED them far more than anything else. They are a bit pricier than old navy, but I washed the two pairs of capris I had twice a week for 6 months and they still look brand new.
