Yeah ok this guy probably sucks as a human, but a guy stalking a woman (even sexually assaulting a woman) likely doesn't give a shit about a 7 year old so the original issue seems like kind of a moot point now.

Well, I am inclined to believe the woman that he is stalking her whether or not it is relayed through a neighbor due to the fact that you can see him stalking her. I mean, there is not another legitimate reason for him to just sit out in his van by her house for hours at a time. I would keep calling the police on that because, like someone else mentioned, if she is trying to build a case with the police against him for the stalking (which can be hard, sometimes), it will probably help to have others corroborate what is going on and when you witness him there. You could mention when you call that you think he may have a scanner since he always leaves once cops are called.
As far as your son, I would do whatever you're comfortable with. I don't blame you at all for not being comfortable with him walking past a van where a guy is sitting for hours stalking a woman.

I've never called for a non-emergency where someone wasn't in possible danger and I still haven't called on this guy cause he isn't even on my end of the street and I haven't directly witnessed him yet.

For real, some of these responses are baffling. OP, why don’t you send your son out with a mug of hot cocoa for this nice gentleman, since he’s only a rapist and not a child molester? I’m sure the dude gets thirsty and chilled waiting out in his van for hours in the cold while he stalks your neighbor.
In all seriousness, don’t ever be afraid to trust your instincts as a parent. I know it’s hard when other parents are more relaxed with freedoms, but make the choice you feel comfortable with for your family. I don’t think it’s overkill to supervise your son walking down the block to a friend’s and not letting him play in a park without adult supervision, creepy van guy or not.

This thread has some interesting perspectives.
I would not want my kid anywhere near that van knowing that a level 3 sex offender is sitting there stalking a neighbor.
If I'm not worried about the guy coming for my kid, I still would be worried about my child being right there at the moment that the woman comes out of her house and starts screaming at him to stop parking on her street and he snaps and gets violent with her. Or whatever.
I know I am a worrier but my mind plays out what could happen and when it can easily be avoided I just would.
