You all know I have kind of a strained relationship with kids. I like all of my friends kids, but stranger kids are another story.
There is this family with two wild, wild, wild boys that live in my apartment complex.
They take over the entire courtyard pretty much all day every day. They do nothing but scream and throw things and run around. I can understand why their parents do not want them inside, but the courtyard of our apartments is not exactly the great outdoors. They are just a couple of feet from everyone's living room, and because they are out there no one else can possibly use that space (what with the constant screaming and risk of getting hit in the face with a ball).
There is a very nice park one block from here. I can literally see it if I go out the front gate and look right. The parents are out in the courtyard with them always, why can't they ever just go to the damn park?
Plus, they agitate my dogs with all of their screaming, and then just come running at them wanting to pet. I don't mind if they pet the dogs, the dogs like attention, but they are old and one of them doesn't see well and it really freaks him out when they charge at him like that.

The management here is very lax.
The parents seem like nice people, but gawd, give us a break once in a while.
It was worse in the summer though, because the pool is right below us and they were out there alllllllllll the time. (which of course meant that no one else could really use the pool, either)
That's obnoxious. Seriously, kids are noisy and all but the parents should know better. I'd still shoot a letter to management about the noise levels in the courtyard. They may do something about it. It doesn't hurt to ask.
