Before. I have done a few work events with makeup artists and they all have said fo it before so if any falls you can clean it up before you do the rest of your face. I do occasionally mess up the mascara in my bottom lashes, so I found that tip helpful.
I always do my face makeup before my eye makeup. It's easier for me to clean up any mistakes that way, since I'm apparently sloppier with my foundation application than my shadow application.

After, although I've mostly been skipping eyeshadow in quarantine. Brows and mascara are it for video conferences.
But if I do wear it, Monistat chafing gel for primer, Dr. Jart BB cream, loose powder, UD primer potion on my lids, shadow. Mascara after shadow. I don't have fall out with this order.
If I'm wearing eyeshadow (a rare event since March) always before my foundation. Even when I don't think I'll have fallout a quick swipe under my eyes with a Q-tip dipped in eye makeup remover almost always shows that there's at least some color under there.
