Surprised nobody has recommended Hocus Pocus! My DD (5) loves it. Some of the more adult dialogue (virgin must light the black flame candle etc) goes right over her head. It's scarier than Halloweentown but not as scary, IMO, as Nightmare before Christmas.

There's talk of virgins, but as long as you're ready for those questions, it's not too bad. Definitely not as bad as say Ghostbusters on the creepy spectrum.
Here are the ones we’ve watched this year with our 5&7 year olds.
Casper (live action version) Hocus Pocus Addams Family cartoon Little Monsters (randomly rented this last weekend and my kids really liked it)
We started ET but I think it’s still too scary. Last year my girls liked Spookly the square pumpkin, Toy Story of Terror and Disney jr Halloween episodes.

So much virgin talk for a kid movie! My kids loved it and weren't too scared, which surprised me. The first few minutes should have terrified them.
I would not recommend the new Muppet Haunted Mansion movie. It was awful.
I'm not sure how it came to pass that my not quite 5 year old was allowed to watch the new Ghostbusters (because I would not have okay'd it had I known), but he was, and he loves it and it's now on our regular rotation. He doesn't find it scary at all. It's been AGES since I've seen the originals but from what I remember, I think the new one is more family friendly and less scary than the original; it's pretty campy.
He has been begging to watch "Pennywise" ever since he saw the costume at the Halloween store, omg. I told him it's too scary for me, lol.
Other than the ones that have already been mentioned, he also has been loving Under Wraps on Disney+. It's a mummy movie. And he likes Monster House on Netflix but I think it's disturbing and not age appropriate so it's off limits on my watch.

I LOVE muppet movies more than any adult should and really disliked it. I think my son (7) liked it well enough, but it's not something to watch together (much like Dolphin Tale or Kung Fu Panda, my least favorite childrens movies). On the bright side, it's only about 40 minutes long.
Oh, and a genuine recommendation for The Worst Witch on Netflix, which isn't necessarily Halloween themed but does have witches so could be.
The Grand Wizard comes on Halloween! it's totally Halloween themed, LOL. I make my kids watch it with me (I own the DVD) every Halloween weekend and they are not impressed but I watched it as a kid and loved it.
I just watched "Hocus Pocus" for the first time w/ my 12 year old. I mean...PEOPLE! There is NO WAY I would let a 4 & 6 year old watch that movie. My 8 year old would hate it. It's really dark and scary for little kids! The beginning is awful! The sucking the life out of the girl, the hanging scene, the zombie dude, wanting to get the children, the devil stuff...AND, it's really not even funny. Seems very dated. I think the only part I laughed at was the witch riding the vacuum cleaner. And the virgin thing is super heavy handed. It's actually...a really bad movie. Fine for adults but way too scary for little kids, IMO. SORRY! Maybe you had to watch it in the 1990s and grow with it.

Not sure if they are still on Netflix, but a few years ago there were 2 animated Chipmunks' Halloween themed movies offered there. My kids had them playing on repeat, absolutely loved them. I had the songs memorized.
