I don’t have much advice but I’m very WTF to people being assholes bc they don’t like the gift they end up with.
If I had to buy something, I’d probably grab some of the fancy bar soaps from Etsy or the local place by me, and do that with a festive hand towel. I’m sure not everyone would love it but at least soap is a consumable and won’t add to clutter!

ckay, and buy the soaps from a local vendor to help small business. OBVIOUSLY folks can and may have skin sensitives, but that should be an easy re-gift.
These things are so stressful, I kind of hate them. Last year my team did a gift swap where we all got something for each person on our (5 person) team, but the limit was like $10-15. Basically we all exchanged junk - most of what I received I put into my trunk after the swap and took out again when I donated it to Goodwill. But there isn't a whole lot that people actually WANT at that price point.
For $40, what about a board game? Many of what I would call "party" games are in that range and would be a good thing for right before the holidays when people are gathering with others. I think the Penzeys spices idea someone listed is also great - they have some gift boxes normally in that range that present nicely. Even if the person doesn't cook, likely someone in their house or family does.
I personally am unlikely to use much in the way of beauty/self care products (unless I've chosen them myself, I do use them!) so I'd avoid that, especially in a mixed gender crowd.

This thread is making me dread the annual holiday exchange at work. We finally got it down to a reasonable exchange during Covid when we couldn’t meet in person, but it’s always a stressful cluster.

I got slippers, a head massager thing and a bottle of wine, which I’m fine with. Mostly I was happy someone liked what I brought. And the asshole wasn’t there! So it was a success all around lol
