I'm not a lawyer so take this with a grain of salt.
Of course you need a second opinion but if I were you, I would rather file where your ex is. It would be harder at first but once the CO is set, its much easier than having the MS CS office having to contact the one in PA to do something for them.

Thank you, I am going to contact a Philadelphia lawyer too.

Lol, Im glad I could help.
I have my CS and custody case in the US and handled everything when I was already living here in Colombia. I communicated with my lawyer mostly via email but he was very good at replying fast.
I would try to be as brief as I could and try to think what things are key instead of wasting your time (money) with your lawyer about non important crap. I remember sitting at the lawyers office crying telling her how difficult things were with my ex .
If you file there, the process to serve him will be much much easier. My ex had an awful time to get me served over here, you know because he had to get a process server come here into the jungle and come to my house by boat and donkey lol.

The good news is that in PA they can put his ass in jail for 6 months for non-payment. So there's that.
You know I tried to be nice. I asked for BARELY anything. I was willing to make a deal. But the check was always going to be in the mail next week. Turns out he literally owes me about 10 times what I was willing to settle for. I'm so glad that I have a good lawyer now and that I no longer have to worry about this. Huge burden off my shoulders.
