I volunteer to help organize an art fair in my town. We want to have an app for the day-of that has a schedule of music performances, and a map of where vendors are located, etc. Maybe a page to highlight sponsors, link out to vendor social media, etc.
I'm on signage and advertising, but I have no idea how to build an app.
Does your event have a website? If so, what do you envision the app offering that the website does not? I'd take a website that plays nicely on mobile over an app I'm going to use for one day every dya of the week.
I am a developer and I've done some mobile development, but it's not my focus. My first thought is this would be expensive to do and provide no return on investment.

I agree with a website. People don’t want to download an app for a 1 day event.
My nonprofit hosts multi day conferences and we have an app. Honestly, we’ve done several iterations of it and it still sucks and has cost SOOOOO much. I can’t even recommend the vendor for those reasons.
I agree that creating an app is not worth the effort, and that people aren’t going to download an app for a one day event. Since the event doesn’t have a website, I’d create a Facebook page instead. All of the info you listed in your OP can be posted there.
My kids school makes some sort of Google form/PDF, and then has the QR code to it posted all over. It works great for events it usually links to a map and then event timeline.
