They are both cute, but 2 is a little more business-y and 1 is more fun, so I vote for 1. Which one makes you feel the most confident and comfortable? Can you do an outfit change? Where are you getting photos done?
Thanks everyone! I can do two outfits but I'm wondering I'd they are too similar in color. The pictures will be outdoors- downtown and in a local park.
I agree that #2 is too business-like. I think it's the combo of the button down and the pencil skirt together. Do you have a more fun/flirty top that you could put with the skirt?
Do stripes photograph weird or something? It's not something I have paid much attention to. I'm partial to the top in the second pic because I'm a freak for denim shirts.

Well, I mean, you look great in the photo you posted so it isn't like stripes add 10 pounds on you or anything. I'd think a professional photographer would be able to deal with them.
What about pairing the striped top with the skirt if that's a look you're going for? You're slender enough to pull off the striped shirt look if this random snapshot is any indication.
The top of the striped shirt is lace and the skirt is corduroy, so I'm not sure if they would 'go' together. I'll check my closet this afternoon for some other tops.
If denim tops is a frequent fashion for you; I would definitely stick with that. Wearing clothes that shows the true you tends to hold a better value long term and lets your personality "speak louder."
I vote for the jeans, but maybe a more colorful sweater/top. I had two outfits for engagement photos - a black jacket and a bright green sweater. The green sweater pictures all look 100x better because of the color. Do you have fall colors around you yet? We took advantage of some amazing fall foliage, and the colors are stunning!
The second one looks like you're going to work IMHO.
