Cantler's is nice. Dock street bar and grill is great, as well as Chart House. Those are all in Annapolis, although Cantler's isn't downtown, it's up the river a bit and you can't really stroll through downtown Annapolis the way you can with the others.
More casual (read: crowded) but Chick and Ruth's is fantastic, and was featured on Man v. Food. It just depends on what kind of atmosphere you're going for/ budget.
BWI is north of Annapolis, but it's not too far of a drive.
The stadium isn't actually downtown, so unless you're set on going down there and fighting the crowds...
Cantlers is good, it will be packed, prepare for a wait, possibly just to get into the parking lot.
There are several restaurants that have opened in the Crofton/Waugh Chapel area, which is off Rt. 3, which isn't far from 97 to get back up to BWI. My brain is blanking on the ones my parents have talked about since that area has grown A TON since I moved away.
The best crab cakes on the planet can be found near BWI. G&M Restaurant is located just north of the airport. The same recipe is also used at Timbuktu. It's located just south of the airport. They were once owned by the same family, but a divorce caused them to be owned by different members of the family.
Neither are upscale dining, so you may want to think about either of them for lunch.
