I don't know. He's a jerk to say anything, but OTOH, I'd be mortified if my coworkers saw my pump parts. Flame away.
I don't know that I would be mortified, but I would never have left pump parts on a communal drying rack. I am not at all modest--I have breastfed all over town, in front of my FIL, etc. and never even bother with a cover. But I don't need to give my co-workers cause to think about my breasts or what I am doing with them.
Still, this guy is an ass for having a problem with this, and no one should say anything to the mom.

Honestly, I also think that washing pump parts in a shared sink is gross (they have body fluids on them - just like I would side-eye casmgn for pouring out a giant cup filled with pee ;D). I also think drying them on the rack is weird, because ditto hens that I just don't need my coworkers seeing/discussing that. But, I would never ever say anything to a pumper about it.
CW shouldn't be leaving them out at work. Flame away. I nursed discreetly in public, but would never do it in my office. I'd also never get into details of my pumping which leaving the parts out is.
