I always have. And I have been told by several people that my cover letter is what got me the interview, because it made my resume stand out from the pack. I'd do one if you have the option.
Absolutely do a cover letter. I handle HR for a private school and it drives me crazy when internal candidates don't turn in a cover letter. Trust me when I tell you that an internal candidate who doesn't turn in a cover does not make it to the top of my interview list.
