Clevelander here! Those are two great areas, but you can't really walk from one to the other. Ohio City (W. 25th) has become the new beer market in town. If you like beer, then this is your place. There is Great Lakes Brewery, Market Garden, Bar Cento and a new brewery opening up down the street, but I don't know when it is opening. Dress is pretty casual, yet nice. I wouldn't go in jeans and tee shirt, but I don't feel like I need to get all dressed up when I go down there.
Tremont is also a great place. I am a fan of the Flying Monkey, Tree House, and South Side. If you are looking for a great place to eat down there, Lolita is my favorite. It is Michael Symon (Iron Chef)'s restaurant. Maybe go there to eat and then hit the bars.
Both are great areas, it just depends on what you are looking for. Ohio City is great for beer and Tremont is more of a "bar" scene. Tremont is a little bit dressier. THere are a lot of girls in cute little dresses or nice pants and a top. I think it would all depend on the weather. Right now, I would wear a cute little dress and sandals. I've never had an issue in either area in nearly 15 years of going out there. Of course it's always wise to be aware of your surroundings in any city, but the commercial areas where you will be going out are fine.
