Also, the main ride is in the Hogwarts castle. I would consider just walking through the line so you can experience the castle. That's what my pg friend did when we went.
Honestly, if you can't do the rides, I didn't think it was all that great. Unless you are a crazy HP fan and just seeing the castle and town remade will make you go nuts. We popped in the stores, but the wand line was too crazy and we didn't care enough to wait.
I have to say, I thought the butter beer was disgusting. Glad we bought 1 cup and shared, we drank 1/4 of it and tossed the rest. It was WAY too sweet (and I generally love sweet things!).
The castle ride was by far the best. But even if you can't ride, you can go inside and see all the stuff inside the castle. Just tell them you want to do the tour only and they'll tell you where to go, you don't have to wait in the regular ride line.
I went in May with a friend and we had a great time. IMO there's a lot to do and see there. It's worth it to wait in line to go through the castle even if you can't ride the ride. We actually enjoyed our time in line as much as if not more so than the ride (the friend I went with had motion sickness so she only rode a couple of times, but waited in line with me while I rode several more times because we noticed something different in the castle every time). The whole area is really well done with great attention to detail; if you like Harry Potter at all you will enjoy looking in all the shops and noticing all the details.
The food at the Three Broomsticks is OK, nothing special but above average for theme park food.
IMO the rest of Universal Islands of Adventure totally sucked so I would spend my time there in the Harry Potter area.
Food-wize, they did a traditional English Breakfast at the Three Broomsticks in the morning. Still parkesque, but okay and nicely themed-related.
In the park (right by Harry Potter), you can go to Mythos Resturant for a good meal (but it took us a long time to get seating and food). There are SO MANY options right outside the park, that its more tempting to just go out for lunch and dinner. Hard Rock did a GREAT burger and fahitah for us.
The other park (w/o Harry Potter) had more shows and PG friendly attractions.
I agree if you can't do the rides--don't plan on staying SUPER long. We did all the rides and were still done in half a day. The castle is super cool, and the wand shops and other little stores are fun, but it's definitely not anything where there is a ton of stuff to see.

I didn't ride the ride because line was too long & didn't want to leave DH for hours alone with the kids. I still enjoyed it. I looked at the shops, ate & watched the performers.
