No walks in the rain for us. Thankfully we have a fenced in backyard so the dogs just run outside and do their business.
Are you asking because you want to give Betty exercise? Or for potty purposes? If it's for exercise, our trainer told us that by working the dog for 10-15 minutes it actually wears them out a lot. Betty is small enough you could play in the house and not worry about things being broke.
We have a fenced yard, so she runs out to potty, but I'm more concerned about the exercise. We play fetch in the house, but I feel guilty that it's not enough.

You have to remember I have a 95 pound dog haha. Every thing under 40 is small to me.
Don't feel guilty. Dogs are like people. They'll adapt and chill out in the winter.

Coco is spoiled. She has a condo grass potty patch in the covered area of our deck. She does not get enough exercise in this kind of weather, but we try to play with her in the house as much as possible. I always watch for a break in the rain, and try to dart outside with her if it lightens up even a little. She's ok in light rain, but she would be a whiney butt in this kind of rain.
Link hates rain, so we're basically in and out just so he can go to the bathroom. We play inside, and do more obedience practice than normal so his mind gets more tired .
this seems to work well for Coco too. As does a car ride. She will wind down after being stimulated, even if it's not a walk in her favorite park.
Happily, the rain died down here and H managed to get Coco out for a walk. She's nice and chill now.
Our beast hates the rain. She's just decided that this fall, apparently. She walks to the door, looks outside, backs up and stares up at us waiting for us to make it stop. It's going to be a long winter.
Oh - and she's a water dog. She's a Newfoundland. I'll admit - I have no sympathy!
Luckily, she's also super lazy so she doesn't miss outside time too much. We also have a doggie daycare that she LOVES.
Haha True but Wrig's is still growing. Vet originally estimated 130 and I seriously hope it doesn't get to that. I'd be perfectly happy if he stayed the size he is now.
