Do you know anything about what type of whiskeys he likes? Does he have a standard? I personally don't care for the peaty flavor of Scotch that much, so Johnnie Walker would not be a good choice for me.
Being a bourbon gal, I'd go for Jefferson's Reserve or Woodford Reserve or any well-aged rye that you could find.

He sometimes makes his own. It smells like death. Is there a type like that

Woodford Reserve is popular in our family, so I second that choice.
Our everyday average go-to whiskeys are Jameson's and Crown Royal. Both are quite reasonable, but from the sounds of it, might be a heck of a lot smoother than what your FIL usually drinks.
How does he normally drink his whiskey? Over ice? Mixed with something?
We've got a couple bottles of nicer stuff downstairs, but it's more of a sipping whiskey, and they are likely over the $50 limit. They are: a 14 year Scapa, an 18 year Jamesons and a 12 year Abelour.
DH is a whiskey drinker. He loves Stranahan's (http://www.stranahans.com/), but it's a locally owned & made, so I'm not sure if it's available outside of Colorado. If it is, it's awesome and a little unique (even I like it, and I think whiskey is gross).
ETA: looks like they don't ship outside of Colorado. I can ship you a bottle if you want!

Can I thread jack, please?
I need single malt scotch for my fil. Something snooty bc he is a show off. And cheap. I realize this is impossible, but any ideas? Ideally 30$, possibly up to 50. And he doesn't like glenlivet, or however that is spelled.

Over ice or mixed with pepsi. He keeps it klassy.
In that case, I'd get two less expensive bottles instead of one more expensive. There is the new Maple Crown Royal that another poster mentioned, which might meet a "novelty" kind of situation, and then I'd go with a bottle of Jack or Jim, assuming that can be done with the budget. (I shop for booze on base, so it's tax-exempt... I'm not sure how much alcohol costs when bought elsewhere.)
It kinda sounds like a high-end whiskey might not really be appreciated by your FIL.
I like Bulleit bourbon and rye a lot. They're excellent, but not too good for a mixed drink. (Like I would never mix a 20 year Pappy with anything but maybe a couple drops of water or cubes of ice.) Although frankly all whiskey besides Jim Beam is too good to be mixed with Pepsi but whatever.
For the poster who wanted a good single malt, I'd suggest Laphroaig 10. It's super peaty, which I happen to love, and has a little bit of the "snob" factor going for it. Ha. I've seen it for around $35 and, in my opinion, it's the best bang for your buck out there.
Nonny beat me to it -- but my brother loves his Whiskey Stones! Bought those a few years ago and he has bought himself a few other sets for entertaining.
I am not but my DH is a bit...he has Woodford Reserve, Redbreast (Irish) & Macallan (single malt Scotch) in the liquor cabinet now (I'm at home). He also has a CO local brand Double Diamond.
