Since teens tend to be left out from toy drives, I want to focus on them, problem is I have no idea what to get them since they need to be generic gifts. I was thinking a toiletry/makeup set or something for a girl. No idea for a boy.

I really wanted brand-name stuff when I was a young teenager, so even an inexpensive t-shirt or bag from a "cool" store would've thrilled me. I bought myself an Aeropostale t-shirt with my summer job money and wore the shit out of that thing, lol. And I saved the shopping bag to bring my sneakers for gym class, since I got teased for using a supermarket shopping bag (WTF?).
IDK what a teen boy would like. ThinkGeek.com has a lot of fun little things. If you have a Five Below store, check there ... they have board games, card games, Nerf guns, sports equipment, merch from pro sports teams, books, cell phone cases and accessories, etc.
Would they accept a package of batteries? How about candy, an inexpensive wristwatch, slippers, magazines, baseball glove, a backpack?
Hoodies, I'd get larges, because most kids like them a little baggy. Fuzzy socks for girls, athletic no-show ones for boys. Axe (gag) shower gel for boys. B&BW type stuff for the girls. ELF make-up set for the girls. Artist pencil set, use a 40% off coupon at Hobby Lobby. Sketch pads. Sharpies. Basketball. Fun headbands, cheapie jewelry from Target.

When ive done this before the terns most wanted walmsrt giftcar I don't know if that works for your angel tree but they really loved a shopping spree atwslmart. This was a group home fostercare type situstion
Girls are easy and you have some great suggestions.
What's your price point? iPod Shuffles are $49. You could get one of those and a $10 iTunes GC. Or just get a lesser expensive small MP3 player. Generic brands are so cheap these days.
Movie passes are on our generic list. The teen we got for adopt a family asked for a cool and in style backpack. I added in a sack pack as well, those draw thing ones. You can get them under $15 a piece with Adidas, Nike and other brand logos.
On teen lists I've had before for "angel tree" type things, I've seen (for boys) plain white t-shirts, socks, mp3 players, backpacks, coats, Axe or other cologne, tennis shoes (would have to probably spring for something "cool"), iTunes or other gift cards, brand name shirts, ball caps
For girls, lots of clothes, makeup, perfume, bags/backpacks, dress shoes (like black flats or similar)

I'm looking at this thread for a last minute idea for a teen girl, and I thought I'd throw out some suggestions for teen boys.
Name brands are definitely big and a lot of the teen boys I know really care about their clothes. If it's not a "popular" name brand, stick with plain colors, stripes or plaid shirts. My 13 year old loves Nike, Adidas and DC (DC is relatively cheap where we live). Beanie hats (especially the ones with the slight visor), baseball caps (name brands or local sports teams), gym shorts, hoodies (zip up or pull over), t-shirts, flannel or plaid button down shirts and track pants are all good. He likes the Shawn White stuff from Target (for pre-teen/ early teen). The only "toys" he wants are video games. Most of the teens I know love colored skinny jeans, if you know the size, although some boys are still into baggier jeans.
If you know they have an mp3 player, an iTunes gift cards and some decent headphones (ear buds or on-ear) is a great gift.
ETA: Thought of another one. Band T-shirts. SS wants T-shirts of his favorite bands, including Nirvana, which is funny because they were popular when I was his age.
