DS was the same way. What has helped is sticking in front of a mirror so he can see himself. Trying to get tummy time in in the morning when he's generally in a good mood. Leaning back on the couch and putting him on my chest works sometimes. Also for some reason when he's at mom's groups and all the other babies are on their tummies, he seems cool with it. We still struggle with tummy time though.
We did what I call " tummy time on mommy time" me laying down with him on my chest, or the boppy on my lap with him laying across it. He was such an independent little one, never needed to be held to sleep, or worn all the time, but solo tummy time was like his kryptonite.
I did tummy time on my chest but I did put him down on the floor a lot. I did it in 5 to 10 minute increments, depending on how he was doing, and I would get down on the floor with him and kind of dangle toys in front of his face adn talk to him and the like. If he started to melt down we stopped, but if he was just a bit unhappy we kept going.

You can do tummy time on your chest too, we did that quite often. At that age we also put M on the floor for tummy time & then talked to him to get his to turn his head from side to side.
Also, I would not worry about rolling yet, she's still really young. M rolled for the first time at 24.5 weeks (back to front) then at 30.5 weeks he did front to back.
