Dachshund tearing up plants?

Dapper has been a royal pain when it comes to plants being outside. My mom likes to set her plants outside every once in awhile and the first thing Dapper does when he goes out is go to them and dig them out of their pots. My mom is about ready to roast Dapper for it. Is there any kind of spray that we could put on them that won't harm them but will keep Dapper away? Or any other ideas? Thanks!

Im sorry no advice but mine does this as well..........we just give her a firm "NO" and she usually stops.
