A friend of mine is going through her husbands first deployment. She is having a really tough time, and because he is on a sub they have no communication to look forward to. They live in Washington, so I can't just go over and keep her company. I want to send her a card or a little 'care package' to cheer her up. But I have no idea what to send in it, any ideas?

Magazines, stuff to pamper herself with (a new lotion, fun nailpolish, bubble bath), wine, her favorite candy, a small giftcard to her favorite store or starbucks

I agree with all the above ideas. Also, is she a reader? Maybe you could buy a book for both of you to read together and discuss. That may help her take her mind off things and give her something to look forward to.
Maybe send her a gift card to a local spa. Give her a facial or massage day... Something that's relaxing and makes her feel beautiful. :-)
I second that idea.
Also, don't be afraid to just call and talk to her at the end of the day. It may help her out just to have someone to talk to on a regular basis and to be able to share how her day went. That really helps with having such little communication with her DH.
That and the massage are the two things that help me most when I haven't heard from DH in a week. And junk food.

Thanks for all the great ideas! I'm excited to put it together. I think I will put do a spa package with a gift card to a salon, a book or two, and a bottle of wine. We both love to read, so hopefully the book idea will help us chat a little more regularly!

I'm assuming she's on the peninsula, so here's a "things to do" link for areas near the base. Also, it's a direct ferry ride to downtown so maybe she'd like to do a daytrip to the Pike Place Market. She needs to stay busy and distracted for the most part (or at least I did) and there's plenty to distract her.
If she's a "doggy mommy" and wants to keep distracted with "doggy" activities, she can volunteer to help with the Bark Park they're working on out there. It'll keep her active and distracted and she'll be able to meet other people with similar (dog loving) interests: www.ci.bremerton.wa.us/display.php?id=842
