I don't think I've actually seen anyone argue that this crisis is simply a function of the failure of Greeks to pay taxes. However, I do think the same mentality that rendered widespread tax evasion acceptable is playing an outsized role in the inability of Greeks to accept the need for broad reform.
And for better or worse, Greece is so five minutes ago. At this point the EZ will rise or fall on Spain.

I suspect LaGarde was speaking out of frustration because of the bizarre trajectory of Greek reform. Truth be told, I found myself nodding when I read her comments and was a bit peeved that she felt compelled to backtrack. She is a smart woman and part of me wonders if she did that on purpose.
