Does this upgrade require an updated IE? It looks absolutely terrible and many functions don't work for me on my work computer. Does this have something to do with the fact that I have an older version of IE? I can't upgrade at work since we can't install anything on our computers at work.

Does it look like a white screen with blue links and no formatting? If so, they think the problem is that the style sheet is being blocked by some web filters. They are going to move it to another host to see if that helps.
There are some functions that do not work with older IE versions, though. You might not see some buttons & others do not work as intended (for example, the like button acts as a back to top button instead). If you are on IE 7 or newer you can try turning off compatibility view - some people have reported that that fixes it. Older, unsupported versions are just out of luck though I think.
