Older IE version and upgraded board

Does this upgrade require an updated IE? It looks absolutely terrible and many functions don't work for me on my work computer. Does this have something to do with the fact that I have an older version of IE?
I can't upgrade at work since we can't install anything on our computers at work.

Is it just showing you a white page with links? If so, it's because your work is blocking the css file. I'm hoping that's something that can be fixed but I dunno. I've asked the developers.
