My advice for anyone trying to eat low carb is not to try to eat low fat at the same time. It will make you miserable and I don't think it will help you lose weight. I have PCOS and low carb has really helped me lose weight and get my cycles more in line.
How low carb are you eating? Like are you down to meat and cheese and eggs? I would feel hungry, too, and probably a little angry.
I'm in the same boat, PCOS, underactive thyroid, and the weight just hangs on. For one, don't get frustrated - before I knew I had PCOS and thyroid issues, I would kill myself working out and dieting for weeks, lose 2 pounds, get frustrated and then go on a junk food binge because "it didn't matter". Now I'm a little more realistic, knowing that at least for the time being, I'm probably not going to lose more than 1/2 - 1 pound a week. I just keep at it.
As far as diet goes, I just try really hard to keep it clean - lots of fruit and veg, and then if we have meat, I eat it like a side dish rather than a main dish. Smoothies are awesome for breakfast (almond milk, banana, lots of frozen berries, protein powder if I'm working out). Mostly I just try really hard to avoid sugar and refined carbs, and that seems to help control cravings and keep me from crashing. I still have moments where I hit the vending machine or can't resist some ice cream, but those are less frequent than they used to be.

My sister struggled with this, and she found going vegan helped her a lot. She sort of did it by elimination, and found that ALL white carbs are bad, some whole grain is fine, and dairy is very very bad for her. Anyway, she lost about 20 lbs which took her from slightly over a healthy BMI to at the lower end of healthy, and felt so much better physically as well. She still of course enjoys dairy sometimes as a treat but since she can very clearly feel the effects right away, it is not nearly as tempting as it might otherwise be, lol.
I did the South Beach diet, the key is to eat a lot of low carb foods throughout the day. For breakfast I make these little quiches and freeze them for a quick breakfast at work and drink a V8. or make an egg beater omelet. Celery and laughing cow cheese is a great snack too. It is hard and weening off of carbs is hard. I started the SB diet on January 2nd of 2010, lost 15lbs, and got pregnant with my daughter on February 6th, prior to that I had undergone 6 months of Clomid with 3 IUI's and one miscarriage. Once I was done BF my daughter I have tried to watch my carbs and my cycles have been pretty regular for almost 10 months now. Good Luck!
If you're exercising more and your clothes are baggy but the pounds aren't coming off, you're probably losing fat, but not pounds. It'll help you lose pounds later, having muscle to burn it off.
