I think it would only be if the power/heat went out because something went wrong at the house (furnace died, etc). Atleast I that is my thinking for our tenants.

I actually don't know this one, I have never researched it. I do know that if you provide heat for the tenants it has to be a minimum temp in the apartment, but if they pay for their own utilities (which I assume they do knowing where you live) I don't think that is applicable.
Do you have landlord insurance? I know on my condo insurance I do have a rider that covers something like that if the unit is uninhabitable.
