I think some people just take the initiative, and you only have to tell them once. Other people only get shit done when you nag them. I much prefer to work with the former, but have dealt with many of the latter.
Sorry, I know how annoying it is. At the very least they could apologize for the delay...

Oh yeah.. it's pretty bad. What's even worse is when I'm getting ready to head out for the evening and he calls me in his office to talk about the thing that he could have responded to me about a week ago, LOL.
two things - is this person possibly way overworked at the moment? although your questions may seem basic are they perhaps more complex than a simple yes or no response?
I only say this because when I can't respond to someone as soon as I would like, these are often the reasons. I may not have 15 minutes to spare to review something (even knowing it's holding other things up perhaps). and/or their seemingly simple question doesn't have a direct and easy answer.
Ugh, I am in sales and the manager for one of our product lines calls me out regularly for not selling enough of his services, and then when I have requests, it literally takes 3 emails and a week to send me a quick answer. It enrages me. Like full on rage, because he tries to make me and my team look bad for not selling his line.
There are some analysts that we work with that take ages to get back to me. Drives me crazy because then I get clients thinking that I'm not doing my job. Newp, just waiting for the analyst to give me a simple yes or no answer!
If I really am having a hard time getting in touch with a partner, I have his or her secretary put me on the partner's schedule for a 15 minute call or in-person meeting. Is that an option for you?
Yeah - if we have a project due at noon, guess when I get the information/files I need!? (from clients). Yeah, like 11:30. Every time. Or, if it's due at the end of the day - I never get anything until the time I'm supposed to leave to go home. Hate.

YES. I've been dealing with this all day today. My boss is a total sweetheart but she has a habit of assigning huge projects to me without being clear on the details. When I ask about the details, she takes forever to get back to me, and I either lose a lot of time or end up doing the project incorrectly. Then my next project is to fix the details that I did wrong.
