I worked in an ER and calling the ambulance was not a pass. Obviously it depends on the situation, but I saw plenty of people come through the bay doors, get put in a wheel chair, and wheeled out to the triage desk/waiting room.. You don't call 911 for a bee sting (unless you are allergic, and in this case she wasn't). sprained ankles are also not a good use of 911.. such fond memories of the ER.
