Potty training help

This isn't for me but for my sister.

My sister nannies for a 4 year old little girl with DS. She shadows her at school and also works with her at home.

The mom and my sister have been trying to potty train her. She absolutely refuses and according to my sister, she's made it into a game. At school she has been pulling her diaper to the side then peeing on the floor and laughing. A new baby was born in December so her mom insists that she doesn't need to be potty trained at home, only at school. My sister thinks this is just confusing the poor child but is afraid to say anything to the mom.

I guess she (the little girl) is made to help clean up the mess but doesn't seem to be bothered by it at all. Does anyone have any advice? I guess she is needing to be trained at school because of her age.

I suggested they look into the 3 day method because it was mentioned here but other than that I'm a potty training idiot.
