Take that washcloth and put some baking soda on it. Rub it into your face in your shower and while you're still in there, rub some coconut oil on your face. The steam from the shower will make it soak in and should help your skin get healthy. Also, try washing with pure olive oil soap. I've switched to that and I like the way it makes my face feel - clean but not tight.
You can use a cleanser that has a gritty texture (the St. Ives apricot scrub PPs mentioned). I don't really like these because they can be harsh on my skin. Or you could use a face brush like Ash suggested. There are also liquid exfoliants, such as BHA or AHA products, which is what I use (I also have a Clarisonic, but I use that maybe once/week).

I've been using Neurogenta facial cleanser- so if I do this (St. Ives or baking soda stuff) instead, I don't need to wash my face in any other way anymore?
No. You still need to wash your face first, then exfoliate, then moisturize.

I would start by exfoliating two or three times/week, not every day. See how your skin does and go from there. If it's still flaky, exfoliate more often. If not, then just use your regular cleanser on the non exfoliating days.
ETA: Like His said, you should still cleanse before exfoliating.

No, you still want to wash, add the exfoliator to your regime.
Get a good lotion also. i love Cerave and they have a facial lotion out. From the time you are done washing your face till the time you put lotion on should be less than 3 mins. That is the time your pores are most open and will retain the most water.
If your skin is so dry it is peeling, get some Vaseline and put in on at the end of your shower. Have the water still running so your pores are open the max. It will not be greasy like putting Vaseline on dry skin. I can't tell you how much of a difference this makes.

Do any of your products have salicylic acid in them? This can add to the dryness and dead skin.
Definitely exfoliate. I would start every couple days first to test your skin. I mostly use St. Ives products as well. I switch off between the blemish/blackhead kind and the green tea kind.
My pores are as big as a Buick so I am extremely jealous you don't know about exfoliating. I exfoliate every day and can still see my pores a mile away.
I was also going to suggest that if you're already using Neutrogena, look at some of their other products. They have several scrubby face washes.
I use the Rapid Clear, which has salicylic acid in it and whenever I've tried switching my face gets itchy and feels gritty. Don't know why. So now I stick to what works.
