I like something a lot lighter in the summer. For example, I will mix my foundation with my moisturizer in the summer (so I'm using half as much). I don't use as much blush or bronzer either. I think it's because my skin looks better with a tan so I don't feel like I need as much coverage.

I change my moisturizer as I don't need as heavy of one in the summer. The rest of my face makeup stays the same, but I'll add a bronzer so I look like I have some color.
My eye makeup I usually will do lighter colors and more fun colors as opposed to winter where I go more neutral and will wear darker during the day.
I use a lighter moisturizer, and I hardly use foundation at all. I usually switch to tinted moisturizer, but this year I plan to see how I like BB cream in summer. I also go a shade darker in foundation / tinted moisturizer and concealer. I don't tan intentionally, but I usually get a tiny bit of sun just by being outside more, plus I use self-tanner.
I find myself reaching for more neutral eye and lip colors in the spring, brighter (colored eyeliner in particular) in the summer, and fairly dark lips in the fall/winter.
I dont know how my skincare routine will change yet, I finally got it down for the winter! blargh.
I just posted this in the HG thread, but in the summer I switch foundations (mainly bc I get tan) but usually stick to Vitazing.
I use more gold and bronze eyeshadows and more shimmer in the summer. I havent really used my Chanel eyeshadows in the winter, and I also tend not to use Naked in the winter- but those are staples in the summer.
I also will go back to using a darker bronzer. Now I've been using Bobbi Brown shimmer brick but will go back to my Dior bronzer.

The only thing I really change is the blush I use. I love Benefit's Coralista in the summer, when my skin is a bit darker, but mostly use Hervana and sometimes Bella Bamba in the winter.
Oh yeah, lip color definitely lightens. I mostly use sheer glosses and stains in summer.
The VitaZing mention reminded me that it was too heavy for me last summer. I don't know what I'll use to replace it. I used Origins' Plantscription cream this past winter and really liked that, so I think my first stop will be to see what Origins has in a lighter weight.
I usually switch from medium coverage foundation to light coverage BB cream or TM for spring and summer. In cooler months I wear more brown or coppery shadows (like MAC Woodwinked or Amber Lights) and in warmer months I play with more color, wearing purples, greens, even pink.
I use a bronzer/primer rather than a regular primer. I don't get tan, but I like to at least look a little like I do
I get a little more free with color and shimmer in the summer. Like in the winter, I'm all about the Naked palettes. In the summer, I'll bust out some of the teals, pinks, etc. from my collection.

My makeup routine changes in ways you wouldn't expect in the summer. Fall and spring I use BB cream, but in the summer I need primer and matte long-wear foundation to keep my makeup from melting off my face. Last summer was my holy grail Covergirl foundation that has been discontinued, and I'm hoping this summer Revlon Colorstay will do the trick. I also am very diligent about SPF 30+ on my face, and I have to let it soak in for a while to prevent makeup melt.
All this is because I actually break a sweat on my commute if it's hot out at all.
I get darker very fast, so I generally have to use a different foundation during summer. If it's really hot I don't wear all over foundation or even tinted moisturizer, I'll just use concealer under my eyes and bronzer. Also prefer, light glossy lips in summer V. anything Matte.
