some insurance comes with Identify theft resolution coverage. The folks there will help you to get everything straightened up.
I mention this because it definitely sounds like identity theft at this point, not just someone having your card number, as the perpretator has the SSN of your H as well as an ID with his name.
You should be sure to put a fraud report on your SSNs at the credit bureaus. This means that no one should be able to open a new line of credit in his name.
Does anyone know if you can file a police report via the telephone?
You might be able to. I have filed police reports by phone. I call the non-emergency dispatch #. They take the info then the cop calls back to take the report.

The bank says the insurance will cover it, the insurance says speak to the police, the police say its the banks fault!
That was my experience in the UK. Guess who didn't get their money back?

That must be something unique to UK law, because in the US you are not responsible for charges to your account that you didn't authorize unless you fail to report them or notice them for 60 days after receiving a bank statement demonstrating the unauthorized charges.
No, I think its the same in the UK. Its just that all three wash their hands of the issue by blaming / saying the other two have to deal with it. Although I suppose it was slightly different - someone bought goods on my store for a lot of money, and then the bank said they wouldn't pay it as it was a stolen credit card, and that the insurance would reimburse me. The insurance wouldn't do it unless I could prove I sent the goods. I could, and did. I had sent the package recorded etc etc - and obviously had the address of the person using the card. But when they said they wanted "proof" they really meant "fuck off".
3 other shops I knew got burned by the same guy - we all shared info and the address was the same in all of them. The police said they would never catch him. Didn't even warrant them checking out the address. They should have tho, because one of the other shop owners decided to pay a visit. And that was that.
Yeah, you seem to be describing something different than the rest of us are. We're talking about someone using your card or your account information to buy shit for themselves/take money out of the bank. When that happens, the bank returns the money to your account. No insurance, no cops.
I'm thinking identity theft too, reading this. And unfortunately, it sounds like they did a damn fine job of it.
I'm really sorry I had my identity stolen a few years ago and it SUCKED. And the person who used my name and social didn't even do anything this egregious. I'm not going to lie--you guys are probably going to have to jump through hoops to get things righted, but you CAN get them fixed. Hopefully the banks and credit cards will work with you. A police report will be HUGE.
I'd also look into LifeLock or a product like it. We got it after I had my issue, and they've been pretty damn good. Good luck and I'm really sorry you have to deal with it. It's a PITA. It sucks and yeah, you really do feel violated.
We have Lifelock. They're the reason we know about the credit card being opened and closed. That has been a lot easier to deal with than I would have thought.
The super annoying thing is that we can only deal with the during US business hours and we're 12 hours ahead. Neither one of us got much sleep last night.

It depends on the police station. In the big city, we were able to file a police report over the phone, but out here you have to file one in person or have an officer come to your location.
I banked with US Bank and we had some fraudulent charges. They were obviously fraudulent (completely different side of the country). The money that was stolen was tied up for about a week and a half, but all of it was put back in our account. It was only around $2000.
