I'm going to attempt to start my cat on a raw diet and found a somewhat easy recipe online that calls for 4000mg of salmon oil. The liquids come in ounces, obviously, and apparently 4000mg is 0.141095848 ounces. Um, yeah, I'm not a math guru, so I have absolutely no freaking clue in the world how much this is or how to measure. I'm assuming it's drops, but I have no idea.

Guessing that 0.14 oz is what you come up with after figuring out the concentration per fl oz of oil. It should be about 4.15 mL if it is really 0.14 FL oz

Lurker here ... you don't want a scale, you want a syringe. If your house is anything like mine, you probably have ten of them from previous vet visits in the junk drawer.
ditto whomever already said to use a syringe. I'd use a 1CC syringe and fill it up 4x and then the .14. You can buy them relatively cheap, if you don't have any left over from prior vet visits. GL!
