Feral Cat Situation at Apartment Complex

I think I posted about this a while ago here. My sister lives in an apartment complex in a rural part of NC. There are several feral cats in the complex along with cats that people let outside. 

The issue is that there is Feline AIDS in the population . It's bad. Several cats are very thin despite being fed. She's talked to a few rescue orgs. but they are basically like "yeah we have too many cats everywhere". Not helpful. 

What can she do? From my experience, these cats need to be caught and tested and put down if they are positive. But sis doesn't have the finances to do that at the normal vet. Can they do free testing at the SPCA?

Can she call around to vets and see if any are willing to do it at low cost or donate testing?

Some counties have feral cat programs where they do this.
