If she's a professional she shouldn't be offended. I would have referred you out from the beginning because you're more likely to be happy with an agent within the area your working and then you wouldn't be in this awkward situation.
I would just tell her, Thank you so much for the time you've put into the search so far, but we've decided we really need the help of someone in the area we're looking. We will gladly refer friends and family to you when they're looking in [current city]. (if that's the case)
If you're husband is close and not just a work acquaintance I might buy her a bottle of wine or gc for dinner out if you're so inclined and don't want to burn bridges.

Dear Realtor, We appreciate all the help you've given to us during the course of our house-hunt so far. But, we have decided to work with a local realtor in the area we're moving.
