Swim diapers are to be worn alone. They do not contain pee, just poop. Which make sense, if they were absorbent they would just weigh baby down as soon as they got in the water.
I have never used the cloth version but I think its the same concept

They are just poop catchers. I like the Kushies brand usable swim diapers. They fit like regular diapers, so they are easy to get on and off. The disposable swim diapers are hard to pull down when wet and would leave a rash on DD's thighs. Plus they are MM if you go swimming a lot. DD only pooped in them once and they did the job. I bought them on Amazon and Diapers.com.
You won't know if they pee in them. Try not to think about this as you swim in a pool with many babies.
Cloth swim diapers are great. If you do happen to get a poo, take as much of it off as you can (use TP or if you have a shower head beside your toilet that can reach, spray it off at home) and then wash like you would clothes after a blow-out. I've only had one pool poo in several swimming trips.

We love them! Like pps have said, disposable swim diapers don't hold pee either, just solids. So don't Put them on until you're ready to get in the water, otherwise you'll have a wet car seat or lap!
I have a question about this topic (I came over here to specifically post and it was cool to already find the topic open!). Check me to see if I have this right: there are disposable and cloth swim diapers, right? But my pool regulations specifically say NO disposable diapers (see below)
those not completely toilet trained must wear tight, waterproof pants under their swimming suits or swim wear specially designed for this concern. Disposable diapers are strictly forbidden in the wading pool and swimming pool.
Does that include swim diapers, or are they talking about regular every day diapers? I'm so confused--this is my first kid and I don't know what the hell I'm doing most days.

I don't think that includes disposal swim diapers. Our pool has the same rule, and most kids, including ours, seem to have on disposable swim diapers. We use Huggies Swim Diapers.
Just remember NOT to put your child in a car seat or stroller with the swim diaper on as you will quickly learn that the pee does not in fact stay in the diaper and instead will go all over said car seat or stroller. I learned the hard way.
