If you are not very fair, then try Physician's Formula Healthy Wear tinted moisturizer. It has spf 50 and skin healthy antioxidants, but even the lightest color was too dark for my complexion. You also probably won't like it if you have very oily skin.
I like Clinique BB Cream a lot and it has spf 30, but it's $38.

Physician's Formula Healthy Wear doesn't sound like it will work for your skin type. Too orangey/dark for fair skin, and suffers from a major meltdown problem on oily skin, or if you sweat at all.
Aveeno makes two TMs that are SPF 30. One is their "positively radiant" line, one is their "clear complexion" line. Both come in a "fair to light" shade. I haven't tried either, but loved the regular positively radiant spf 30 moisturizer. Buy it at CVS or Walgreens so you can bring it back if the tint isn't right.
Lumene is SPF 20 and is just a tinge darker and warmer than my natural skin tone (I'm usually "creamy natural" in drugstore foundation for reference, so not the palest shade), but it looks totally beautiful on. I mix a bit with regular moisturizer to blend out around my hairline and neck, then apply it full strength to my face. I've gotten many compliments on my skin and makeup while wearing it.
If you just can't find a TM that is light enough, you can either mix a tinted moisturizer with a non-tinted sunscreen moisturizer (I use CeraVe SPF 30), or mix together some moisturizer and foundation. L'Oreal True Match Lumi is my favorite right now. This is a lower coverage option, but that doesn't seem to be much of a concern for you.

Duh, I missed that she is pasty white. Yeah, the physicians formula definitely wouldn't work on her.

I loved that Physician's Formula for five minutes once, and then I realized I was orange.
