I can see how some people wouldn't anticipate it having in a service industry. Nonetheless, I just passed my professional exams this year which are set based on 4 years experience so I understand why it exists.

And I really do not understand how people don't know that stylists live almost solely on what they charge their clients. I am completely business stupid and even I know she's smoking something.

LOL.. Uh, isn't that generally how it works? I mean, except for the flat out idiots.. but even they tend to improve over time, no?
I suspect the disconnect is that the OP is not one of those people who improves with experience,* so she doesn't understand that's how it normally works.
Not only doesn't she understand promotion for seniority, she doesn't even seem to understand the basic concept of charging what the market will bear. If an insurance company is setting your market then it isn't going to function like other systems.
