Stella got her locating patella fixed and has been going strong with no limp for 5 years now. Has your doc suggested surgery? Ours wanted us to go to a specialist for like $1800, but we made our regular vet do it on the cheap ($600, i think?) He was all excited and told me he'd spent the previous evening reviewing his vet school textbooks. Ha.
Poor guy! Rocco had really bad luxated patella in both back knees. He ended up having to have surgery when he was still pretty young. (Try getting a Boston terrier not to jump for 6 weeks.)
Glucosamine is your friend! My vet also suggested "physical therapy" type walks up and down gradual slopes to strengthen the joint.
We did ACL surgery on both of Nikita's legs and never regretted it. Go to Stella's vet though. We paid $12K. I am in awe a vet was willing to do it for $600.

Well, it was just luxating patella on one knee, and no acl stuff.
If anyone wants pet insurance, I have now compared all major brands and read the policies and exclusions for them. I am pretty good at reading insurance policies because it is part of my job. Embrace and Healthy Paws are the best (we went with Healthy Paws because Embrace excluded dogs over 7, which meant Nanook couldn't be covered). Pets Best and Pet Plan are also good, but I liked Healthy Paws and Embrace better because they do a yearly deductible, not per incident. VPI is a waste of money. Their exclusions make the policy basically meaningless.
I am going to make a blog about this I think. There is a real absence of good information on pet health insurance. A lot of websites compare reviews from customers but none of them actually include a review of the fine print. Yep. Verona has a fashion and style blog. I am going to specialize in pet insurance.
I think a big part of the problem with pet insurance is that VPI, which was the first, sucked. So a lot of people (including us) looked at it, decided it was a rip off, and never considered it again. But now that more companies offer it it is actually quite good, especially for people who know they will pay for whatever the dogs need. I know from Nikita - we treated her cushings and did ACL surgery - that we will pay whatever it takes, so I am very relieved to have insurance in place.
