Dress up stuff, play jewelry, naturalish nail polish, glitter hairspray, a tiara, art projects, play doh, a tutu and a ribbon wand. These were all favorite gifts of Lucy's in the last year!
I'm going to be the bump on a log to suggest a contribution to her savings account or 529. Unless the child doesn't have many toys, I would try to think of something else. I know, I'm lame.
my kid isn't 4, but she's OBSESSED with dress up. melissa & doug make a ton of cute sets. L has construction worker, fire fighter, and doctor, and they come with neat accessories.
and, this is so so cute i want to die, every time we see other sets for sale (there's veterinarian, pirate, chef, princess, etc.) she'll go over and say "mommy, will you please tell santa that i want this for christmastime?"

On the low end of the price range, Melissa and Doug make these great oversized coloring books and sticker books. My kids love them. You could pair them with some new crayons or markers too.
My DD loved a dress up doctor's outfit with medical kit all throughout her 4th year.
Oh, this too. We have a M&D set and a Doc McStuffins set (actually we have TWO of each because that's how the grandparents roll), and those get lots of playtime too. Just not as much as princesses. lol.
eta: I forgot my go-to 4 y.o. gift: preschool games, Zingo especially.
