It's all in the par-baked crust. You have to bake the crust a little before putting the filling in. I don't know of any grocery store that doesn't have gooey crusts. And that doesn't keep me from eating them, BTW.
Is it a ready-to-bake pie, or are you buying it already baked?
Regardless, Publix has great customer service and would probably refund your money if you're really upset. I don't think I would bother, but I would call just to let them know (If it's ready-to-eat) because they're really big on Quality Control and would want to know.
They probably have a shitty baker. Tell you what. I'll come live with you and make you fresh apple pies EVERY DAY and then you never have to eat their crapy pie again. EVER.
Just stepping in to say LOL to Piggly Wiggly. What a name for a store. I really didn't believe they existed until I was in one in Florida. I about died laughing. It is just a funny name, no insult intended to any Piggly Wiggly lovers out there
