Asked DH - he said it's not typical if you're wearing proper clothes (i.e. underwear)
BUT he did also say that if it's a small seat and your DS doesn't really know how to sit to protect his stuff - it could actually just be a learning process.
As his initial reaction was "not normal", though, I might suggest talking to a doc about it.

eh...its worth mentioning to the doctor at his next visit, but i wouldn't think it means you need an appointment just for that.
also, maybe try a more padded bike seat? or adjust the height? if its too high and he's needing to really stretch while he's pedaling, perhaps that is causing discomfort?
If his balls hurt, he's probably sitting on the seat wrong. His weight should be on his butt. It's a learning process, unfortunately And maybe try adjusting the seat too.
Cyclists wear padded shorts, but I don't know if you want to get that hardcore for a kid, lol.
DH says he needs to build endurance to be comfy on his bike seat or his balls hurt. So at first he goes for shorter rides and increases the length slowly. I always tease him because he is in much better shape than me but in the beginning of the summer he is always the one wanting to cut the bike ride early.
