So this is kind of embarrassing, but the last time I really bought make up was for my wedding and we just celebrated our 8 year wedding anniversary. I know this is totally ridiculous and pretty gross. FTR I'm only talking about blush, eyeliner, eye shadow, lip color. I've replaced mascara (Cover Girl from CVS) every 6 months and started using colorscience primer and bare minerals for foundation a few years ago and have replaced that as needed.
My daily routine right now is to wear no make up. Somehow this pregnancy has been kind to my skin and it's looking really good. And I'm lazy. Normally, though, I get occasional breakouts and wear foundation and blush regularly.
I've been on a cleaning out the closets/drawers of the house kick and decided to throw away all the old make up. I'd intended on replacing a few things here and there, but for my birthday, my mom said I should take myself on a make up shopping spree. Before my wedding, she and I went to MAC and had them do my make up, and then we bought everything and I did my wedding make up myself. I think this is basically what she is intending that I do again, but I want to do a little research before just walking into a MAC store and buying whatever they tell me to buy.
As you can tell, my everyday make up style is pretty minimalist, but I'd be open to adding a bit of an eye make up routine to it. The make up that I threw out was what I wore for special occasions, or when going out to dinner with DH, so that is what really needs replacing. I have pretty sensitive skin and am prone to stys on my eyelids, so maybe there are sensitive skin brands I should look into?
As far as a budget, I am expecting to spend about $200, though I could probably go up to $250. Our mall has a MAC store, sephora, nordstrom and macys, bare minerals...maybe some others that I'm forgetting. Basically, I have a lot of options for places to go buy in person.
Any ideas as far as where to begin with this? I'm excited but overwhelmed.

My very favorite makeup line right now is the Burberry line. You can get it in person very few places, San Francisco and Chicago Nordstrom, but you can order online. It's the only thing I've been buying lately. The blush and lipcolor are amazing.
My favorite for eyeshadow and eyeliner is Urban Decay. The Naked palette is great to start because it has great basic/daily colors with some shades for night too. Some like Naked 2 better. I do not know if it will work for sensitive eyes though. You should check the ingredient list.
Sephora is nice because they have a lot of different brands and a great return policy. I'm not a fan of MAC eyeshadow but I love their pressed powder and brushes.

Other lipsticks you ight want to check out at the Too Faced La Creme line and Yves St. Laurent's lp products. They're both in Sephora and both really solid in terms of wear time and moisturizing ability.

I've had good luck with both the eyeshadows and face products (blush, bronzer, highlighter) I've tried from Tarte. I also like the palettes from benefit and my favorite BB creme right now is the stilla 10 in 1 illuminating. For foundation I wear Dior. My eyeliner is the ELF waterproof pen, and I don't wear anything on my lips.
I'm dittoing everyone else, basically. I'd head to Sephora to get a range of brands. My favorites: Tarte: Lights, Camera, Lashes mascara, LipSurgence stains, Amazonian Clay blush Urban Decay: Eyeshadow Primer Potion (I just bought the anti-aging one that just came out and love it so far), Naked 2 palette, 24/7 eyeliners

I would recommend that you get one of these eyeshadow palettes: UD Naked 1, UD Naked 2, The Balm Nude Tude (just as great as the Naked palettes and less $$), Too Faced Naked Eye, or Too Faced Romantic Eye. All of these are excellent quality with nice colors for an everyday look, but with some options for a more dramatic evening look as well.
I would probably start at Sephora as they will have various brands for you to try. When I don't know exactly what I want, it's annoying to go to a department store and have to go from counter to counter. I like that at Ulta or Sephora you can just get one person to help you and make suggestions for various brands and products.
I like a lot of drug store products, but if you aren't sure what you are looking for, it might be best to stick to products you can try on. I'm happy to tell you my favorite drug store products if you are interested, though.
Check out product reviews on makeupalley.com to decide what you might want to try, and/or browse the sephora site and read the reviews on there.
So far I've bought the Naked 2 palette and the Tarte Amazonian Clay Blush. Should be here in a few days and I'm excited to try them out. For everything else, I decided I need to actually go in, which I will do next week (with my list of things to check out from here!)
