I didn't go to a top school, but my continuing ed degree didn't list "college of continuing ed" anywhere on my transcript or degree. Just "University Name". Not sure if this is the case everywhere.
I can tell you that it's not considered in the same way within the university (continuing ed is often the cash cow of a university because it's less selective, costs more, and often uses few tenured faculty) but that doesn't mean the program wouldn't be useful.

My grad school had something called the "executive masters program" that was distance learning, and the degree was exactly the same as my degree.
The value of the degree is mostly in the reputation of the program though, so I'd be a little wary of new programs in favor of more established programs.
