I would worry it would be too itchy as well. What size rug are you looking for and what is your max you want to spend? Ikea has some decent options for pretty cheap and also I have two rugs from Homegoods that I love. One I spent a lot on but the other I was I think $150 or $200 for an 8x10 and it is nice. Also, sites like Joss & Main and MyHabit can be a really good option but again it is hit or miss and some aren't returnable.
We get our cheap rugs from Ollie's bargain outlet. You can get giant ones for $180 - $250 and then smaller, all the way down to rolled up rugs. We get the 5 foot rolled up area rugs. They don't scratch the wood floor, they cost $18, they come in all different colors, and they aren't scratchy. Because they are tightly woven/made stuff doesn't seep into them too well and you can get to cat puke and such before anything stains.
I have two flat wool rugs like this that my cats haven't managed to ruin. They're not soft and cushy but they're not scratchy either; hair vacuums right off and they clean up very easily. They're also reversible should they ever need to be flipped. I think an indoor/outdoor rug with a pattern would work in a living room too though.

You can go to a carpet store and they can bind the edges of a piece of carpet for way cheaper than a rug would cost. We did this for the play area in the basement. A 12x12 carpet remnant with the edges bound was like $180. Area rugs that size were $$$$$$.
Eta: you could do this with patterned carpet too and it would look just like a rug.

I like the idea, but I would worry about the scratchy factor too. We have an indoor/outdoor one in the enclosed porch and it is definitely scratchy to sit on for a while.
