We skipped toddler beds for B, and we will do the same for P.
We have this frame for B with a nice serta mattress on it. When he first transitioned out of the crib, we had the mattress on the floor and then put the frame up a few months later. We don't have a railing on it and he has never fallen out.
We used a fairly inexpensive Ikea crib (this one in birch: www.ikea.com/us/en/catalog/products/20203332/) and converted it and put a rail on it ($8 at Ikea). Max can get out of it on his own but that's fine - his room is "toddler proof" - we screwed the furniture into the wall so I'm not worried about anything falling on him, him climbing, etc.

You might not have to worry about it until later still. Linus is gigantic (hasn't been measured lately, but always 99th percentile for height) and can climb on everything, but has never once tried to climb out of his crib. To him it's just a place to sleep even thought he's a monkey on the couch, tables, high chair, etc. He's grown to like it, it seems. He wakes up and lines his security blankets and big blanket along the rail, lines his stuffed animals along the back, etc.
